There are two types of hearings in the rate case process: public and evidentiary. After a utility files a rate increase request, the MPSC holds public hearings in communities throughout a utility's service territory to give customers an opportunity to express their opinions.
Formal evidentiary hearings are also held. Most cases include written testimony submitted by the utility, MPSC Staff, Public Counsel and any other parties, as well as testimony during these hearings. Exhibits are marked and a court reporter records all proceedings and live testimony. The utility presents expert witnesses to testify and answer questions regarding why a rate increase is necessary.
