Most residential customers are eligible for Budget Billing with the following exceptions:
- Property has been unoccupied for two months or more in a 12 month period
- Property has an average of less than $50 for the last 12 months
- Account that has been past due for more than 90 days
- New construction as it would not have a 12 month usage history
- Account was previously removed from Budget Billing due to past due amounts in the last 12 months
- Account is not a service account
- Account is not active or pending active
