Electric Service Discount
The Electric Service Discount program helps income-qualified households pay a more manageable monthly Ameren Illinois electric bill.Â
This program is not currently available for Missouri customers.
How it Works
The monthly payment is based on the household size, income and electric heating source. Together, these factors help determine your energy burden, which represents the portion of household income that is expected to be used for energy costs. If your calculated energy burden is lower than your average electric bill from previous 12-months, you may qualify for the Electric Service Discount.
How to Apply
To apply, contact your local LIHEAP agency. Information collected during the LIHEAP application process is used to determine eligibility for the Electric Service Discount program.

Energy burden means the portion of a household’s income that goes toward energy costs.
If you are on Budget Billing for electric service, enrolling in the Electric Service Discount will remove Budget Billing from the electric portion of your bill. If you also have natural gas service through Ameren Illinois, the gas portion of your bill will remain on Budget Billing.
The annual “true-up” is a yearly review of your account. It compares the actual cost of the electricity you used throughout the year with the amount you paid during that same period while on the Electric Service Discount program.
- If you paid more than the actual cost of your electricity, you will receive a credit on your account. The credit can be used toward any current balance or future bills.
- If you paid less than the actual cost of your electricity, the program covers the difference. You will not be charged extra for that amount.
The true-up helps keep your payments fair and predictable, while protecting you from surprise costs.
To keep the Electric Service Discount, you must recertify your household income before your discount expires. Contact your local LIHEAP agency to complete recertification.
If you decide the program is not beneficial and prefer to return to standard electric billing, you may contact Customer Service and request removal from the Electric Service Discount program. The removal will begin with the next bill.
